RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve and authorize the Chief Probation Officer to execute an Agreement with Turning Point of Central California, Inc. to provide employment training and job placement services for adult offenders under the AB 109 Public Safety Realignment plan, effective July 1, 2024 through June 30, 2025, not to exceed $271,975; and,
b. Authorize the Chief Probation Officer to sign future amendments to the Agreement where the amendments do not exceed 10% ($27,197) of the original Agreement amount and do not significantly alter the scope of services, for a not to exceed maximum of $299,172.

SUMMARY:
California Assembly Bill 109 (AB 109), Public Safety Realignment Act of 2011, allocates funding to counties for the implementation of state-mandated local programs related to adult offenders that have been realigned from State to local jurisdictions. The Probation Department serves as lead agency and fiscal agent for the implementation of the AB 109 Public Safety Realignment plan for the County of Monterey. Funding is allocated for custody, supervision, and treatment services. The Probation Department recommends entering a Standard Agreement with Turning Point of Central California, Inc. (Turning Point) to provide employment training and job placement services for adult offenders eligible under AB 109.
