RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Allocate funding in an amount up to $25,000 to replace water pumping system at the County of Monterey Animal Services facility from the Building Improvement and Replacement Fund, Fund 478; and
b. Authorize the Auditor-Controller to transfer $25,000 for FY 2023-24 from the Building Improvement and Replacement Fund, 478-1050-8539-CA0047, which has sufficient appropriations available in its Adopted Budget to cover the transfer; and
c. Authorize the County Administrative Office to reflect these approved changes in the FY 2023-24 Health Department Adopted Budget 001-4000-8442-HEA001.

SUMMARY:
The Animal Services facility at 160 Hitchcock Road is approximately 23 years old. There are two (2) pumps that provide the portable water to the building. One of the pumps failed after a loss of power and shortly, upon inspection from a specialized vendor, it was determined that both pumps needed to be replaced.

In mid-March, there was a workaround to allow the system to limp along until it could be fixed. Unfortunately, the system had to be reset multiple times a day under this workaround. This is a health and safety issue as the Animal Shelter is a 24-hour facility which cannot be vacated and must have running water.
