a. Approve and authorize the Contracts/Purchasing Officer or designee to execute a non-Standard Agreement with Martinelli & Associates Inc., for officer training services for Public Works, Facilities and Parks (PWFP), effective May 10, 2024 through May 9, 2027, for an amount not to exceed $25,000; and,
b. Approve and authorize the Contracts/Purchasing Officer or designee to execute up to three future amendments to the Agreement where the total amendments do not exceed 10% ($2,500) of the Agreement amount and does not significantly change the scope of work, subject to County Counsel approval, for an aggregate not to exceed maximum of $27,500.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve and authorize the Contracts/Purchasing Officer or designee to execute a non-Standard Agreement with Martinelli & Associates Inc., for officer training services for Public Works, Facilities and Parks (PWFP), effective May 10, 2024 through May 9, 2027, for an amount not to exceed $25,000; and,

SUMMARY/DISCUSSION:
Martinelli & Associates, Inc. (Martinelli) provides reality-based training for law enforcement officers. Martinelli's services include advanced education, forensics, police/corrections practices, and training of law enforcement officers on an international basis. Martinelli previously provided training for Parks Department Rangers.
Martinelli services will provide on-line training to Parks Rangers, including but not limited to Laws of Arrest, Search and Seizure, De-escalation, Use of Force, Suicide by Cop, Electronic Control Weapons, Chemical Agents, and Response to Homelessness. Trai...
