RECOMMENDATION:

It is recommended that the Board of Supervisors:
a. Receive a status report on the County of Monterey's Annual Spend for FY2020-2023 and FY2024.

SUMMARY/DISCUSSION:

The Contracts and Purchasing Division of the County Administrative Office daily interacts with an estimated 175 County staff personnel who request goods and services required to carry out their department's mission. The Contracts and Purchasing Division assists departments in managing the County's contract management and procurement process through the County's Enterprise Resource Program (ERP) "Advantage". In Fiscal Years (FY's) 2020 to 2023, the County procured goods and services from an estimated 3,444 vendors at a procurement value of $543.7 million dollars within Monterey County. In the current FY 2024, the County's vendor population has increased by 469 and the current procurement value is $344.3 million dollars. Contracts and Purchasing administrates and coordinates the County's Surplus Program which saved the county over $117,000 from 2020 to 2023 during the COVID-19 pandemic season and has saved over $51,000 in FY 2024. Contracts and Purchasing also administers and coordinates the County Procurement Card (P-Card) Program, overseeing 516 open P-Cards, spending an average of $9million per fiscal year. A Contracts and Purchasing Team of nine (9) Deputized Purchasing Agents handle the high-volume procurement requests. Outstanding service levels are provided to each customer with transparency and integrity, matched with a high level of expertise in sustainability, supplier collaboration, relationship management, performance management, and analytics. Contracts and Purchasing's goal is to continue to provide ethical enterprise with efficiency and stewardship as we focus on strategic cost saving initiatives for Countywide value.
