RECOMMENDATION:

It is recommended that the Board of Supervisors:

a)                     Approve and authorize the Contracts/Purchasing Officer or Contracts/ Purchasing Supervisor to sign a three-year agreement with GEO Reentry Services, LLC, a wholly owned subsidiary of The GEO Group, Inc., not to exceed $1,004,663 annually, for a total of $3,013,989, to provide services to adult offenders participating in the Day Reporting Center for the period September 1, 2020 through August 31, 2023; and

b)                     Authorize the Contracts/Purchasing Officer or the Contracts/Purchasing Supervisor to execute up to two (2) additional one-year extensions which do not significantly alter the scope of work and do not exceed 5% of the initial annual cost ($150,700) for each additional one-year period.

 

SUMMARY:

Pursuant to RFP #10760, GEO Reentry Services, LLC has been tentatively awarded a contract for services to adult offenders under Probation and Parole supervision in a Day Reporting Center (DRC) model. The Probation Department is recommending the approval of a multiyear agreement with GEO Reentry Services, LLC for continuation of a Day Reporting Center for adult offenders in Monterey County.

 

DISCUSSION:

The Day Reporting Center model is recognized as an effective correctional strategy and community-based alternative to incarceration for eligible adult offenders.  The program uses Motivational Interviewing techniques and a curricula-driven, evidence-based model designed to assess the criminogenic needs of each client to reduce individual risk factors, develop individual goals, and make positive life changes.  Treatment and supervision services are provided in a one-stop setting for moderate and high-risk adult offenders. 

 

The Day Reporting Center offers counseling, treatment, life skills classes and job training to eligible participants. The center is open seven days a week and has a capacity of up to 100 clients per day. These services fill a critical need in the post-detention transition of adult offenders and provide needed rehabilitative services; continuation of these services is critical to support offenders in their journey toward rehabilitation and reintegration in the local community.

 

The program is supported by AB 109 - Public Safety Realignment funding to provide services to realigned populations of adult offenders referred by the Probation Department.  Probation also extends access to parolees referred and funded by the California Department of Corrections and Rehabilitation (CDCR) through a separate contract.

 

Day Reporting Services for the Probation Department were solicited via a County Request for Proposal (RFP#10760) overseen by the Contracts/Purchasing Department. After completion of the RFP process, the Contracts/Purchasing Officer tentatively selected GEO Reentry, LLC, which has been the provider of DRC services in Monterey County since 2009.  The GEO Reentry proposal was the most comprehensive, responsive to the needs and requirements of both Probation and Parole, and the lowest responsible bidder. This will also ensure a seamless continuation of services to offenders in the program.

 

OTHER AGENCY INVOLVEMENT:

County Counsel, Auditor-Controller, and Risk Management have reviewed and approved this Agreement as to legal form, fiscal provisions, and insurance requirements.  This Agreement is on file with Clerk of the Board. The Community Corrections Partnership (CCP) has recommended continuation of services and funding for FY 20-21.

 

FINANCING:

Funding for this contract in the annual amount of $1,004,663 is provided by the Public Safety Realignment Act (AB109) and by State reimbursement for services provide to parolees through a contract with CDCR.  The annual contract amount of $1,004,663 is calculated on a maximum of 90 clients daily.  CDCR will reimburse the County for up to $330,750 per year, calculated on 30 parolee clients, at a daily cost of $35 per client, for an estimated 315 days per year.  The reimbursement is paid based on actual enrollment.

 

Funding for the services provided in this contract has been approved by the CCP and is included in Probation’s Adopted Budget for FY 20-21.  The remaining contract balance will be included in the budgets for FY 21-22 and 22-23.  There is no anticipated increase in County General Fund Contribution with the current recommended action.

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

This recommendation supports key objectives of Economic Development by providing employment opportunities and helping to reduce poverty in the adult offender population; and Public Safety by encouraging self-sustainability to aid in crime prevention and successful reintegration into the community.
