RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Adopt Plans and Special Provisions for the 312 E. Alisal Site Remediation, Project No. 8780, Bid No. 10420; and
 
b. Authorize the Director of Public Works to advertise the “Notice to Contractors” in the Monterey County Weekly.
 
SUMMARY/DISCUSSION:
Staff is seeking adoption of Plans and Special Provisions and authorization to proceed with the advertising for the 312 E. Alisal Site Remediation, Project No. 8780, Bid No. 10420 (Project).  The bid opening is set for July 25, 2013, at 2 p.m., in the Board of Supervisors' Conference Room 1032, Monterey County Government Center, 168 West Alisal Street 1st Floor, Salinas, California 93901.  The “Notice to Contractors” will be duly advertised in the Monterey County Weekly.
 
The Scope for Base Bid, in general, consists of the following: excavation, removal, safe transport and disposal of impacted soils, backfilling and compaction of excavation areas.  Scope for Additive Alternate #1 includes removal and disposal of underground storage tank, if encountered during excavation.  The lowest responsible and responsive bidder will be determined for the project by adding the Base Bid plus Additive Alternate #1.  The Engineer's Estimate for construction of base bid elements is $80,000.  The work is anticipated to begin in September 2013 with completion by October 2013.
 
Subsurface investigation at this site has been extensive in an effort to fully define the impacts to soil and estimate corresponding costs to remediate.  In the event that greater impacts to the soil are discovered during excavation, the Resource Management Agency - Public Works has budgeted a 20 percent (20%) contingency in order to mitigate potential delays to project closure.  Additional scopes of work at this site may include abatement and demolition of structures.  The requirement to remove structures from the site will be determined at a later date.
 
OTHER AGENCY INVOLVEMENT:
The Office of the County Counsel, Auditor-Controller, and Risk Management have reviewed and approved the Special Provisions as to form and legality, fiscal terms, and insurance provisions, respectively.
 
FINANCING:
There is no impact to the General Fund.  On January 15, 2013, the Board of Supervisors approved this project to be included in the Fund 404 Financing Plan.  The Board adopted a budget that included $100,000 for FY 2012-13, with the balance of $900,000 pending budget approval for FY 2013-14.  This amount is sufficient to cover estimated costs for the recommended project scope, including design, construction, and project management.  Funds remaining at the close of the Project may be available to address additional scopes of work at this site.
