The board report corrects the previously submitted and approved board report A-13600, Amendment No. 1;
a. Approve and authorize the Contracts/Purchasing Officer or Contracts/Purchasing Supervisor to sign Amendment 1 with GEO Reentry Services, LLC, a wholly owned subsidiary of The GEO Group. Inc., for the period of 7/1/2020 - 6/30/2021 in an amount of $297,000, making a new not to exceed amount of $1,197,000 for the period 7/1/2017 - 6/30/2021; and
b. Approve and authorize the Contracts/Purchasing Officer or Contracts/Purchasing Supervisor to approve one (1) additional one (1) year amendments to the contract, provided that the amendment does not significantly change the scope of services and the cost does not exceed $320,000 for a new not to exceed total for five (5) years of $1,517,000.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve and authorize the Contracts/Purchasing Officer or Contracts/Purchasing Supervisor to sign Amendment 1 with GEO Reentry Services, LLC, a wholly owned subsidiary of The GEO Group. Inc., for the period of 7/1/2020 - 6/30/2021 in an amount of $297,000.00, making a new not to exceed amount of $1,197,000.00 for the period 7/1/2017 - 6/30/2021; and
b. SUMMARY/DISCUSSION:
The Monterey County Sheriff’s Office is recommending the approval of amendment #1 to a multi-year agreement with GEO Reentry Services, LLC to provide reentry services for adult offenders under Monterey County Sheriff’s Office supervision. Reentry Services for the Monterey County Sheriff’s Office were solicited via a County Request for Proposal process (RFP #10582) overseen by the Contracts/Purchasing Department. The purpose of this short-term multidisciplinary “reentry” program is to provide adult offenders incarcerated at the Monterey County Jail with a structured reentry program prior to their release from incarceration. The program is intended to operate daily, Monday - Friday, and includes orientation, assessment, individualized service plans, substance abuse education/ programming, cognitive and life skills development, parenting skills, family reintegration, and money management. Services will also include employability, resume building, educational courses, socialization courses, and transitional reentry courses to prepare inmates to reenter into the community to become productive citizens in Monterey County.
The program will operate at the Monterey County Jail, 1410 Natividad Road, in Salinas. GEO Reentry Services, LLC’s responsibilities also include prompt and direct communication with Sheriff’s Office personnel throughout the agreement.
If the County and GEO Reentry Services, LLC, elect to mutually renew the agreement, both parties must commence negotiations for any desired rate changes a minimum of ninety days (90) prior to the expiration of the agreement. Both parties shall agree upon rate extension(s) or changes in writing. The County reserves the right to cancel the agreement, or any extension of the agreement, without cause, with a thirty day (30) written notice, or immediately with cause.
OTHER AGENCY INVOLVEMENT:
County Counsel, the Auditor-Controller, and the Contracts/Purchasing Department have reviewed and approved this Agreement as to legal form, fiscal provisions, and insurance requirements, respectively.
FINANCING:
The cost of this contract is partly funded by AB109 and was included in the FY 2019-20 approved budget, and the proposed FY 2020-21 budget. There will be no increase in General Contribution resulting from the Board action.
BOARD OF SUPERVISORS STRATEGIC INITIATIVES:
This contract meets the Board’s strategic initiatives by providing services to adult offenders incarcerated at the Monterey County Jail in an effort to help them make a successful transition back into their community. This service meets the public safety initiative by preparing the adult offenders to transition into their community and not recidivate.
