a. Authorize the Director of Health to execute a three-year term Mental Health Services Agreement (July 1, 2015 to June 30, 2018) with Family Service Agency of San Francisco dba Felton Institute for the provision of mental health services in the amount of $500,000 for Fiscal Year (FY) 2015-16, $500,000 for FY 2016-17, and $500,000 for FY 2017-18 for a total Agreement amount not to exceed $1,500,000; and
b. Authorize the Director of Health to approve up to three (3) future amendments to this Agreement where the amendments do not exceed ten percent (10%) of the original contract amount and do not significantly change the scope of work.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Authorize the Director of Health to execute a three-year term Mental Health Services Agreement (July 1, 2015 to June 30, 2018) with Family Service Agency of San Francisco dba Felton Institute for the provision of mental health services in the amount of $500,000 for Fiscal Year (FY) 2015-16, $500,000 for FY 2016-17, and $500,000 for FY 2017-18 for a total Agreement amount not to exceed $1,500,000; and
b. Authorize the Director of Health to approve up to three (3) future amendments to this Agreement where the amendments that do not exceed ten percent (10%) of the original contract amount and do not significantly change the scope of work.
SUMMARY/DISCUSSION:
Family Service Agency of San Francisco dba Felton Institute (Felton Institute) is non-profit agency providing Prevention and Recovery in Early Psychosis (PREP) services in Monterey County. The PREP program is an evidence based treatment that identifies psychosis at the earliest possible point to reduce the impact of psychosis on the individual and their family. PREP has shown to have dramatic improvement in reducing crises, avoid hospitalizations, and improve functional capacity, promoting school/workforce participation, and engaging youth and families.
This work supports the Monterey County Health Department 2011-2015 strategic plan initiative: 3) Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services. It also supports one of the ten essential public health services, specifically: 7) Link people to needed personal health services and assure the provisions of health care when otherwise unavailable.
The Agreement contains the County’s standard 30-day “no cause” provision (Section IV. B) and an additional defunding provision (Section IV. D), which provides the County the ability to amend or terminate the Agreement in the event of a reduction and/or termination of funding.
OTHER AGENCY INVOLVEMENT:
The County Counsel and Auditor-Controller have reviewed this Agreement as to legal form and fiscal provisions respectively. A copy of this Agreement is on file with the Clerk to the Board.
FINANCING:
This Agreement is funded by 50% Medi-Cal and 50% Mental Health Services Acts Prevention and Early Intervention funds. The funds for this Agreement ($500,000) are included in the Health Department’s Behavioral Health Bureau (HEA012, Unit 8410) Fiscal Year 2015-16 Requested Budget. The funds for this Agreement for FY 2016-17 ($500,000) and FY 2017-18 ($500,000) will be included in the Health Department Behavioral Health Bureau (HEA012, Unit 8410) FY 2016-17 and FY 2017-18 Requested Budgets.
