RECOMMENDATION:
It is recommended that the Board of Supervisors:
Approve and authorize the Director of Health or Assistant Director of Health to execute Amendment No. 7 to Mental Health Services Agreement A-12779 with Door to Hope to revise the total Agreement amount from $21,896,591 to $21,943,638 which represents an increase of $47,077 consisting of one-time Coronavirus Aid, Relief, and Economic Security Act (“CARES Act”) funds for FY 2020-21. This Amendment also modifies the Santa Lucia program to include the provision of crisis intervention services.
SUMMARY/DISCUSSION:
Door to Hope provides mental health rehabilitation services for children, youth, young adults, and their families through the following programs: Integrated Co-Occurring Treatment; Monterey County Screening Team for Assessment, Referral and Treatment; and Santa Lucia. The goal of each program is to improve the child/youth/young adult’s mental health, functioning and well-being, and improve their family/caregiver’s parenting skills and ability to meet the developmental needs of their children. This Amendment No. 7 adds one-time funds from the Coronavirus Aid, Relief, and Economic Security Act (“CARES Act”) to help mitigate the cost overruns incurred by Door to Hope due to the COVID-19 pandemic. This Amendment also modifies the Santa Lucia program to include the provision of crisis intervention services, a core service requirement of Short Term Residential Therapeutic Programs, within the current maximum annual cost of the program.
This Agreement contains the County’s standard 30-day “no cause” provision (Section IV.B.) and a defunding provision (Section IV.D.), which provides the County the ability to amend or terminate the Agreement in the event of a reduction and/or termination of funding.
This work supports the Monterey County Health Department 2018-2022 Strategic Plan initiative: 3. Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services. It also supports one or more of the ten essential public health services, specifically:
