a. Ratify and approve the Director of the Department of Social Service’s signature on the first amendment to Memorandum of Understanding No. 16-MOU-00731, revising the term end date from September 30, 2017 to “effective until terminated”, with the California Department of Social Services to provide the Department of Social Services access to The Work Number, retroactively effective September 30, 2017; and
b. Authorize the Director of the Department of Social Services to sign up to three additional amendments to this Memorandum of Understanding where the amendments do not significantly change the terms.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Ratify and approve the Director of the Department of Social Service’s signature on the first amendment to Memorandum of Understanding #16-MOU-00731, revising the term end date from September 30, 2017 to effective until terminated, with the California Department of Social Services to provide the Department of Social Services access to The Work Number, retroactively effective September 30, 2017; and
b. Authorize the Director of the Department of Social Services to sign up to three additional amendments to this Memorandum of Understanding where the amendments do not significantly change the terms.
SUMMARYDISCUSSION:
The Work Number is a private resource used to verify employment of applicants and recipients of public assistance programs in accordance with California’s Work Verification Plan. Counties use the information obtained from The Work Number to determine customer eligibility for public assistance benefits.
The California Department of Social Services (CDSS) entered into a Universal Membership Agreement with TALX Corporation to provide access to the Work Number to California counties. The Department of Social Services (DSS) entered into a Memorandum of Understanding (MOU) with CDSS to gain access to The Work Number service and this amendment provides DSS with continued access until terminated by either party.
Since originally gaining access on October 1st, 2014 as part of the CDSS pilot program, The Work Number Service has proved to be of great value to DSS in assisting staff with their casework.
This amendment was signed before being brought forward to your Board because DSS would have lost access to The Work Number on November 1, 2017 unless a signed amendment was received by CDSS and CDSS did not provide DSS with this amendment until late September 2017.
OTHER AGENCY INVOLVEMENT:
Contracts/Purchasing has reviewed and approved this amendment. County Counsel has approved the amendment as to form.
FINANCING:
There is no cost associated with this amendment.
BOARD OF SUPERVISORS STRATEGIC INITIATIVES:
The amendment correlates to the Health and Human Services Strategic Initiative adopted by the Board of Supervisors by allowing the Department to determine benefit eligibility for their customers.
