a. Approve and authorize the Chief Information Officer or his designee to execute Amendment No. 7 to Agreement No. A-12700 with Granicus, Inc., to upgrade an encoding appliance, extend the agreement for an additional three (3) years to June 30, 2025, and add $257,141 for a revised agreement total of $818,143; and
b. Approve non-standard terms and conditions based on the recommendation of the Chief Information Officer and Clerk of the Board.
c. Approve and authorize the Chief Information Officer to execute up to one (1) amendment to this Agreement, extending the term by one (1) year, subject to County Counsel approval, provided the terms of the Agreement remain substantially the same and provided the additional costs per year do not exceed ten percent (10%) of the cost of the prior year.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve and authorize the Chief Information Officer or his designee to execute Amendment No. 7 to Agreement No. A-12700 with Granicus, Inc., to upgrade an encoding appliance, extend the agreement for an additional three (3) years to June 30, 2025, and add $257,141 for a revised agreement total of $818,143; and
b. Approve non-standard terms and conditions based on the recommendation of the Chief Information Officer and Clerk of the Board.

SUMMARY/DISCUSSION:
The County has contracted with Granicus to provide an Agenda Management System using Legistar since 2014. Legistar is legislative management software used by government agencies and is currently used extensively by all County of Monterey departments to manage the County’s legislative process.
The software allows users to easily create legislative items, quickly gain approvals using automatic workflow system, notify users when the items are ready for their review and efficiently publish agendas and minutes to the County’s website while optimizing accessibility and transparency.
ITD recommends the Board’s approval of Amendment no. 7, which will extend the term date an additional three years and upgrade an existing encoding appliance which can broadcast video in high-definition format.
OTHER AGENCY INVOLVEMENT:
County Counsel approves the vendor-generated agreement with non-standard terms and conditions.
FINANCING:
The $83,683 for this Amendment has been included in the FY 2022-2023 Recommended Budget for the Information Technology Department, ITD 1930, Appropriation INF002 and reimbursed by the Clerk of the Board’s department 1300-8020-6603 (COB001). Transactions relating to each fiscal year will be included in each Department’s respective Recommended Budget.
BOARD OF SUPERVISORS STRATEGIC INITIATIVES:
The extension of Granicus software and the upgrade proposed in this addendum benefits County in that it provides the ability to continue streamlining the legislative workflow while adding the ability to broadcast in high-definition, therefore making the Granicus solution more robust.
