RECOMMENDATION:
It is recommended that the Board of Supervisors:
Approve and authorize the Director of Health or Assistant Director of Health to execute Amendment No. 2 to Mental Health Services Agreement A-15264 between County of Monterey and Community Human Services retroactive to July 1, 2021 for the provision of Prevention and Early Intervention Outreach and Engagement services, adding $120,635 for FY 2021-22, $425,635 for FY 2022- 2023 and $2,020,392 for FY 2023-24, for a new total Agreement amount not to exceed $5,806,176 and for a revised term of July 1, 2021 through June 30, 2024.
SUMMARY/DISCUSSION:
As part of the Monterey County Health Department, Behavioral Health Bureau’s ACCESS and Mental Health Services Act (MHSA) outreach, engagement and mental health programs the County currently has Agreement A-15264 with Community Human Services to meet goals and objectives outlined in the County’s MHSA Plan. Since MHSA revenues are higher than budgeted and these agencies have the capacity to increase services delivered to the community, approval for amending Agreements to increase amount and extending term as appropriate, is being sought.
CHS will provide additional MHSA services such as: Nurturing Parenting Program (NPP) which is a primary prevention, family-centered, trauma-informed curriculum designed to build nurturing parenting skills as an alternative to abusive and neglecting child-rearing practices. CHS offers “Community-Based Nurturing Parenting Education” (10 topics - Primary Prevention) and “Nurturing Skills for Families” (24 topics - Secondary Prevention). CHS will continue to support the work of Your Social Marketers by participating in community presentations, listening sessions and narrow casting activities, leverage existing networks and community relationships, and serving as contract and subcontract manager and fiscal lead. In addition, CHS will provide more Short-Term Therapeutic Services which will include client-centered assessment and treatment planning, individual therapy, psychoeducational groups, and case management to help individuals with mild to moderate symptoms improve their mental health.
CHS also provides education, outreach and referral services with the aim to promote greater access to mental health services among unserved and underserved Hispanic/Latino populations in Monterey County. This Amendment No. 2 adds an additional Fiscal Year of services to July 1, 2023 through June 30, 2024. This Amendment No. 2 is also retroactive to July 1, 2021 in order to provide CHS with a cost of doing business rate increase.
This work supports the Monterey County Health Department 2018-2022 Strategic Plan Goal: 3. Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services. It also supports one of the ten essential public health services, specifically: 7. Link people to needed personal health services and assure the provision of health care when otherwise unavailable.
OTHER AGENCY INVOLVEMENT:
The office of the County Counsel and Auditor-Controller have reviewed and approved Amendment No 2 as to legal form and fiscal provisions, respectively.
FINANCING:
This Agreement is funded by Mental Health Services Act Community Services and Support (CSS) (44%), Prevention and Early Intervention (55%) and Innovations (1%). The funds for FY 2021-22 are included in the Health Department Behavioral Health (HEA012, Unit 8410) FY 2021-22 Adopted Budget. The funds for FY 2022-23 are included in the Health Department Behavioral Health (HEA012, Unit 8410) FY 2022-23 Adopted Budget. Appropriations and revenues for FY 2023-24 will be included in the Health Department Behavioral Health Bureau (HEA012, Unit 8410) FY 2023-24 Requested Budget. Approval of this action has no impact on the County General Fund.
