Consider approving and recommending that the Water Resources Agency Board of Supervisors:
a. Authorize the Auditor-Contoller to amend the Water Resources Agency FY 2017-18 Adopted Budget to include the projected costs of repair and maintenance of the Castroville Seawater Intrusion Project (CSIP) Fund 131, and the Salinas River Diversion Facility (SRD) Fund 134; and
b. Authorize the Auditor-Controller to amend the Agency’s FY 2017-18 Adopted Budget for Fund 131 CSIP (131-9300-8267-WRA020-6613) by increasing appropriations in the amount of $100,000 financed by unassigned fund balance in Fund 131 with BSA 3101; and
c. Authorize the Auditor-Controller to amend the Agency’s FY 2017-18 Adopted Budget for Fund 134 SRDF (134-9300-8267-WRA028-6613) by increasing appropriations in the amount of $210,000 financed by unassigned fund balance in Fund 134 with BSA 3101.

RECOMMENDATION:
It is recommended that the Monterey County Water Resources Agency Board of Directors approve and recommend that the Water Resources Agency Board of Supervisors:
a. Authorize the Auditor-Controller to amend the Water Resources Agency FY 2017-18 Adopted Budget to include the projected costs of repair and maintenance of the Castroville Seawater Intrusion Project (CSIP) Fund 131, the Salinas Valley Reclamation Project (SVRP) Fund 132, and the Salinas River Diversion Facility (SRD) Fund 134; and
b. Authorize the Auditor-Controller to amend the Agency’s FY 2017-18 Adopted Budget for Fund 131 CSIP (131-9300-8267-WRA020-6613) by increasing appropriations in the amount of $100,000 financed by unassigned fund balance in Fund 131 with BSA 3101; and
c. Authorize the Auditor-Controller to amend the Agency’s FY 2017-18 Adopted Budget for Fund 134 SRDF (134-9300-8267-WRA028-6613) by increasing appropriations in the amount of $210,000 financed by unassigned fund balance in Fund 134 with BSA 3101.
SUMMARY/DISCUSSION:
Monterey County Water Resources Agency Manages the Castroville Seawater Intrusion Project (CSIP), and the Salinas River Diversion Facility. The Agency has identified $310,000 in unbudgeted repairs has been identified as a priority for FY 17/18. The cost of the unfunded maintenance identified as being needed for this year by fund is:
• Fund 131 (CSIP)-$100,000
• Fund 134 (SRDF)- $210,000
Cost estimates for maintenance and project improvements have also been identified for next fiscal year, FY 18/19. The projects and maintenance proposed for FY18/19 have been listed in attachment A, titled “CSIP, SVRP, SRDF Capital Maintenance & Improvement Plan”. The project costs of the proposed maintenance exceed the average annual maintenance expenditures for the CSIP, and SRDF projects and may require the use of fund balance.

FINANCING:
The Agency’s FY 2017-18 Adopted Budgets for Fund 131 - CSIP, and Fund 134- SRDF all have sufficient fund balances to support the increase in appropriations.
