d. Authorize execution by the Director of Health of the Student Placement Agreement template with universities and colleges for Fiscal Years 2016-2017 through Fiscal Year 2020-2021.

RECOMMENDATION:
It is recommended that the Board of Supervisors:

SUMMARY/DISCUSSION:
The Monterey County Health Department (hereinafter referred to as “MCHD”) requests the Board of Supervisors to accept and approve the Student Placement Agreement template (hereinafter referred to as “Template”) to be used for students enrolled at universities and/or colleges who require practical, clinical and non-clinical experience towards their school’s field education and/or service learning requirements. While providing “real world” experience for student interns/externs, MCHD is positioned to attract University graduates to apply for future job openings, thereby creating a pipeline for students who have Spanish language skills and a desire to pursue their work career in Monterey County.
This Template provides for the County of Monterey standards of policy, procedures and best practices for student placement application processing, placement, credentialing, compliance with confidentiality and health privacy laws, insurance and indemnification requirements. Using a pre-Monterey County Board of Supervisor approved Template for each participating university and/or college will help us to streamline administrative processing and reduce timeline for execution.
While this work is not directly in support of a Health Department strategic initiative, it is in support of one or more of the ten essential public health services, specifically: 4) Mobilize community partnerships and action to identify and solve health problems and 8) Assure competent public and personal health care workforce.
This Template contains a 30 day termination “without cause” provision (Section VII, Paragraph C), which provides that either the County or University may cancel the Agreement.
OTHER AGENCY INVOLVEMENT:
County Counsel, Auditor-Controller, and Risk Management have reviewed and concur. A copy of the Agreement is on file with Clerk of the Board.
FINANCING:
There are no fiscal provisions included in this Agreement. .
