RECOMMENDATION:
It is recommended that the Zoning Administrator:
1) Find the project Categorically Exempt per Section 15301(e) of the CEQA Guidelines; and
2) Approve a Coastal Administrative Permit and Design Approval for an existing one-story single family dwelling, including:
a. Conversion of an existing garage
b. Entry addition (approximately 98 square feet), and
c. Addition of an attached three-car garage (approximately 768 square feet).
A draft resolution includes findings and evidence for consideration (Exhibit B). Staff recommends approval subject to 12 conditions.
SUMMARY:
Monterey County received an application for a remodel and addition to an existing one-story single family dwelling on January 3, 2017. The project site is located on a 1.0587 acre parcel in the Del Monte Forest. It is west of Holman Highway 68 and Highway. The project is consistent with the allowable uses in the Low Density Residential Zoning designation.
Staff reviewed the application and scheduled the project for administrative approval on March 15th, 2017. On December 9, 2016, staff conducted a site visit, the proposed addition is consistent with the architecture of the residence and the neighborhood. The focal point of the new entry with the articulated door and wrought iron details to the window will enhance and revitalize the overall appearance of the design capturing the elements of Mediterranean revival. One hazardous Monterey Pine tree was removed prior to the proposed (TRM160419). The replanting of five (5), five-gallon Monterey pines within the landscaped area will soften and enhance the architectural exterior of the residence to blend in with the surrounding forest environment. Additionally, the use of low impact lighting will maintain the rural aesthetic character of the forest.
On March 3rd, 2017, it was brought to Staff’s attention that work has begun and the project was well under construction without the securing the proper entitlements. A stop order was placed on the property the same day and the administrative hearing set on March 15th, 2017 was cancelled and elevated to a public hearing with the Zoning Administrator for March 23rd, 2017. The owner, Mark Abrahams and agent, Susan Bailey were contacted by Staff and the Interim Chief of Planning to inform them of our new findings, the steps taken and how to proceed. The Owner, Mr. Abrahams agreed to cease work until all entitlements are secured, in accordance with the Code.
Staff evaluated the requests for consistency with the standards contained in the Del Monte Forest Land Use Plan, the Monterey County Coastal Implementation Plans, Title 20 [Zoning Ordinance,Coastal Zone] and Part 5. Staff determined that the proposed project is consistent and recommends that the Zoning Administrator approve the Coastal Administrative Permit based on the draft resolution and subject to the proposed conditions of approval.
