RECOMMENDATION:

It is recommended that the Board of Supervisors:

SUMMARY:

 

The Monterey County Sheriff’s Office is recommending the approval of a multiyear agreement with GEO Reentry Services, LLC to provide reentry services for adult offenders under Monterey County Sheriff’s Office supervision.

 

DISCUSSION:

 

Reentry Services for the Monterey County Sheriff’s Office were solicited via a County Request for Proposal (RFP#10582) overseen by the Contracts/Purchasing Department. The purpose of this short-term multidisciplinary “reentry” program is to provide adult offenders incarcerated at the Monterey County Jail with a structured reentry program prior to their release from incarceration. The program is intended to operate daily, Monday - Friday, and includes orientation, assessment, individualized service plans, substance abuse education/ programming, cognitive and life skills development, parenting skills, family reintegration, and money management. Services will also include employability, resume building, educational courses, socialization courses, and transitional re-entry courses to prepare inmates to re-enter into the community to become productive citizens in Monterey County.

 

The reentry program will operate at the Monterey County Jail, 1410 Natividad Road, in Salinas. GEO Reentry Services, LLC’s responsibilities also include prompt and direct communication with Sheriff’s Office Personnel throughout the agreement.

 

If the County and Geo Reentry Services, LLC, elect to mutually renew the agreement, both parties must commence negotiations for any desired rate changes a minimum of ninety days (90) prior to the expiration of the agreement. Both parties shall agree upon rate extension(s) or changes in writing. The County reserves the right to cancel the agreement, or any extension of the agreement, without cause, with a thirty day (30) written notice, or immediately with cause. A copy of this agreement is on file with the Clerk of the Board.

 

OTHER AGENCY INVOLVEMENT:

 

County Counsel, Auditor-Controller, Contracts/Purchasing Department, have reviewed and approved this Agreement as to legal form, fiscal provisions, and insurance requirements, respectively.

 

FINANCING:

 

This contract is funded from the Inmate Welfare Fund and the Public Safety Realignment Act AB 109 reimbursements.

 

Maximum annual funding of $128,068 has been approved by the Community Corrections Partnership (CCP) for the use of AB109 monies. This source of funding is reimbursed on a paid expenditure basis. The remaining funds for this agreement will come out of the Inmate Welfare Fund in the maximum amount of $171,932 annually.

 

This is a new contract and replaces an existing contract for reentry services. Proposed costs of the contract were known at the time of budget construction and were included in the proposed FY 2017-18 budget. There is no anticipated increase in General Fund Contribution associated with the recommended action.
