RECOMMENDATION:

It is recommended that the Board of Supervisors:

Approve and authorize the Director of Health or Assistant Director of Health to execute Amendment No. 1 to Mental Health Services Agreement A-15264 with Community Human Services for the provision of Prevention and Early Intervention Outreach and Engagement and Innovation services retroactive to July 1, 2021 adding $965,000 for FY 2021-2022 and $915,000 for FY 2022-2023, for a new total Agreement amount not to exceed $3,239,514 for a term of July 1, 2021 through June 30, 2023.

 

SUMMARY/DISCUSSION:

The County currently has Agreement A-15264 with Community Human Services (CHS). In Fiscal Year (FY) 2020-21, the Monterey County Health Department, Behavioral Health Bureau conducted Request for Proposal (RFP) #10787 for Mental Health Services Act, Prevention and Early Intervention (PEI) Services which are aimed at preventing mental illnesses from becoming severe and disabling. PEI services focus on preventing the onset of mental health issues and/or providing early intervention treatment and referral services. CHS is one of several community agencies that were awarded funding for PEI services through this RFP. In addition, CHS was awarded funding through the Mental Health Services Micro-Innovation Mini grant.

 

CHS will provide the following services under the RFP and Micro-Innovation funded programs:

Nurturing Parenting Program (NPP) is a primary prevention, family-centered, trauma-informed curriculum designed to build nurturing parenting skills as an alternative to abusive and neglecting child-rearing practices. CHS will offer “Community-Based Nurturing Parenting Education” (10 topics - Primary Prevention) and “Nurturing Skills for Families” (24 topics - Secondary Prevention). CHS will support the work of Your Social Marketers by participating in community presentations, listening sessions and narrow casting activities, leverage existing networks and community relationships, and serving as contract and subcontract manager and fiscal lead. In addition, CHS will provide Short-Term Therapeutic Services which will include client-centered assessment and treatment planning, individual therapy, psychoeducational groups, and case management to help individuals with mild to moderate symptoms improve their mental health. CHS will implement education, outreach and referral services with the aim to promote greater access to mental health services among unserved and underserved Hispanic/Latino populations in Monterey County. This program is to support the fulfillment of the Monterey County Behavioral Health (MCBH) Mental Health Services Act (MHSA) Innovation Project Plan, titled “Micro-Innovation Grants for Increasing Latino Engagement.”

This Amendment No. 1 is retroactive to July 1, 2021 due to the timeline of conducting the RFP and prolonged contract negotiations.

 

This Agreement contains the County’s standard 30-day “no cause” provision (Section IV, B) and an additional defunding provision (Section IV, D), which provides the County the ability to amend or terminate the Agreement in the event of a reduction and/or termination of funding.

 

This work supports the following Monterey County Health Department 2018-2022 Strategic Plan Initiative: 3. Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services.  It also supports one of the ten essential public health services, specifically: 7. Link people to needed personal health services and assure the provisions of health care when otherwise unavailable.

 

OTHER AGENCY INVOLVEMENT:

The office of the County Counsel-Risk Management and Auditor-Controller have reviewed and approved as to legal form and fiscal provisions respectively.

 

FINANCING:

This Agreement is funded by Mental Health Services Act Community Services and Support (CSS) (44%), Prevention and Early Intervention (55%) and Innovations (1%).  The funds for FY 2021-22 are included in the Health Department Behavioral Health (HEA012, Unit 8410) FY 2021-22 Adopted Budget. The funds for Fiscal Year 2022-23 will be included in the Department’s requested budget for that fiscal year. Approval of this action has no impact on the County General Fund.
