a. Approve and authorize the Director of the Department of Social Services to sign an agreement in tandem with Hartnell College for $1,463,852 to provide training and recruitment services to eligible Monterey County agency employees and current and prospective caregivers for the period of July 1, 2021 through June 30, 2023; and
b. Authorize the Director of the Department of Social Services to sign up to three (3) amendments to this agreement where the total amendments do not exceed 10% ($146,385) of the original contract amount, and do not significantly change the scope of work.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve and authorize the Director of the Department of Social Services to sign an agreement in tandem with Hartnell College for $1,463,852 to provide training and recruitment services to eligible Monterey County agency employees and current and prospective caregivers for the period of July 1, 2021 through June 30, 2023; and
b. Authorize the Director of the Department of Social Services to sign up to three (3) amendments to this agreement where the total amendments do not exceed 10% ($146,385) of the original contract amount, and do not significantly change the scope of work.
SUMMARY/DISCUSSION:
This agreement provides Title IV-E qualified training in Monterey County for current and prospective resource families, adoptive parents, foster youth with their caregivers, and local agency employees as outlined in section 474(a)(3)(B) of the Social Security Act. Services provided include support for resource family recruitment activities throughout the county and ensuring local agency employees receive ongoing training on relevant child welfare topics.
Hartnell College is a local institution of higher learning that was selected by the Community College Foundation to provide Foster and Kinship Care Education to current and prospective Monterey County resource parents, which qualifies them to provide the services outlined in this agreement. Childcare services are included in this agreement to ensure resource families are able to meet their pre-approval and ongoing training requirements.
OTHER AGENCY INVOLVEMENT:
The Auditor-Controller and Purchasing have reviewed and approved this agreement. County Counsel has approved the agreement as to form.
FINANCING:
This agreement is funded by Title IV-E Federal and State revenues for Foster Care trainings and recruitment activities. The County’s match will be provided by Hartnell College through in-kind services. Sufficient appropriations and estimated revenues in SOC005 are included in the FY 2021-22 Recommended Budget and future fiscal year costs/estimated revenues will be requested through the corresponding budget process.
BOARD OF SUPERVISORS STRATEGIC INITIATIVES:
This agreement correlates to the Health & Human Services Strategic Initiative adopted by the Board of Supervisors by allowing the Department to improve the quality of life for foster children by expanding the Department’s ability to recruit and prepare resource families for parenting and supporting foster children while maintaining compliance with the Continuum of Care Reform.
