RECOMMENDATION:

 

It is recommended the Board of Supervisors:

 

Authorize the Chief Executive Officer for Natividad Medical Center (NMC) or a designee to execute amendment No. 5 to the agreement (A-14112) with Gallun Snow Associates, Inc. for interior design services, specializing in healthcare interior design, pursuant to Request for Qualifications (RFQ) #9600-80, extending the agreement an additional three year period August 1, 2026 through July 31, 2029 for a revised full agreement term of August 1, 2018 through July 31, 2029, and adding $100,000 for a revised total agreement amount not to exceed $1,265,000.

 

SUMMARY:

 

Natividad Medical Center (NMC) has twice solicited proposals for hospital interior design services through the Request for Qualifications (RFQ) process, under RFQ 9600-48 and RFQ 9600-80. In both instances, only one responsive proposal was received. NMC sought a standalone interior design firm, independent of architectural service companies, with specialized expertise in healthcare environments and the ability to collaborate effectively with hospital staff, architectural and engineering firms, and general contractors.

 

Gallun Snow Associates, Inc. has maintained a long-standing relationship with NMC and provides specialized healthcare interior design services, including interior finishes, furniture planning and specifications, systems furniture planning and specifications, and art planning on an as-needed basis.

 

DISCUSSION:

 

The demand for Gallun Snow Associates’ services has remained consistent over the past several years. The firm is currently supporting multiple active projects, including construction administration regarding finishes and furniture installations for the Medical Surgical 3 project, finishes and furniture for the Emergency Department expansion project, and finishes and furniture for the regulatory seismic projects. Given the ongoing project workload and continued need for specialized healthcare interior design services, NMC is requesting an increase of $100,000 to the existing agreement with Gallun Snow Associates, Inc.

 

OTHER AGENCY INVOLVEMENT:

 

The Office of County Counsel has reviewed and approved this amendment No. 5 as to form, and the Auditor-Controller has reviewed and approved as to payment provisions. Amendment No. 5 has also been reviewed and approved by NMC’s Finance Committee and by its Board of Trustees on June 5, 2026.

 

FINANCING:

 

The cost for this No. 5 is $100,000, of which $35,000 is included in the FY 2026-27 Recommended Budget. Amounts for remaining years of the agreement will be included in those budgets as appropriate. There is no impact on the General Fund with this action.

This amendment No. 5 to the Agreement supports the County of Monterey Board of Supervisors’ Strategic Initiative for Safe and Resilient Communities by ensuring NMC maintains safe, functional, and patient-centered healthcare environments.
