RECOMMENDATION:
It is recommended that the Board of Supervisors:
Approve and authorize the Contracts/Purchasing Officer or designee to sign Amendment No. 3 to the Agreement between the County and Bayside Oil II, Inc. for used oil and filter collection, hauling, and recycling to add $100,000 to the Agreement for an amount not to exceed $195,000 and to extend the term of the Agreement to June 30, 2022 in connection with a grant for the County's Used Oil and Filter Collection and Recycling Program.

SUMMARY:
The Health Department's Environmental Health Bureau coordinates a countywide Used Oil and Filter Collection and Recycling Program. The State of California's Department of Resources Recycling and Recovery (CalRecycle) provides annual funding to local jurisdictions to implement their Used Oil and Filter Collection and Recycling Programs. Bayside Oil II, Inc. acts as the County's collector, hauler, and recycler for used oil and filters. A recent increase in the intake of used oil through this program necessitates an increase of agreement funding.

DISCUSSION:
Since 1994 Monterey County, through the Health Department 's Environmental Health Bureau, has administered a countywide Used Oil and Filter Collection and Recycling Program. This program promotes the proper disposal and recycling of used motor oil and oil filters for residents, commercial and recreational boaters, and small farmers in Monterey County.
