a. Approve and authorize the Director of the Department of Social Services to sign an agreement with the Food Bank of Monterey County for $130,750 to provide food access for county residents living at or below poverty level and to respond to the increased demand as a result of the COVID-19 Pandemic for the period January 1, 2021 through December 31, 2021; and
b. Authorize the Director of the Department of Social Services to sign up to three (3) amendments to this agreement where the total amendments do not exceed 10% ($13,075) of the original contract amount and do not significantly change the scope of work.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve and authorize the Director of the Department of Social Services to sign an agreement with the Food Bank of Monterey County for $130,750 to provide food access for county residents living at or below poverty level and to respond to the increased demand as a result of the COVID-19 Pandemic for the period January 1, 2021 through December 31, 2021; and
b. Authorize the Director of the Department of Social Services to sign up to three (3) amendments to this agreement where the total amendments do not exceed 10% ($13,075) of the original contract amount and do not significantly change the scope of work.
SUMMARY/DISCUSSION:
The Monterey County Community Action Partnership (MCCAP) in the Department of Social Services currently contracts with the Food Bank for Monterey County (FBMC) with Federal Community Service Block Grant (CSBG) funding to provide food access for county residents living at or below poverty level. MCCAP was awarded additional CSBG funds through the Coronavirus Aid, Relief and Economic Security (CARES) Act and is seeking to supplement the FBMC's $60,000 2021 CSBG contract with an additional $70,570 of 2020-2021 CARES Act CSBG funding for a contract total of $130,750.
