RECOMMENDATION:
It is recommended that the Board of Supervisors:
Approve and authorize the Director of Department of Social Services, or his designee, to execute standard funding agreements and amendments for continued funding from state agencies for designated programs on behalf of the County for the period February 1, 2015 through December 31, 2016.


SUMMARY/DISCUSSION:
The Department of Social Services has a number of programs supported with federal and state funds on a continuing basis that require separate state agreements for various funding cycles. In preparing the Fiscal Year (FY) 2015-16 Recommended Budget, the Department has compiled a list (Attachment A) of federal and state programs currently receiving funds. These programs expect continued funding through FY2015-16 and CY2016. The state agencies administering these funds may require an application, and all require a signed agreement to be returned within 30 days of receipt of the standard state agreement.
Various agreements received from the California Department of Community Service Development that fund non-profit programs for low-income individuals for housing, gang awareness/parent education, counseling, food access, tax return assistance, and drought assistance within Monterey County are received on a calendar year cycle. The recommendation is for Calendar Year 2016 agreements, with the exception of the Volunteer Income Tax Assistance(VITA) Program which has a term of September 1, 2015 through May 31, 2016.
