a. Ratify, amend, and authorize the Contracts/Purchasing Officer or his designee to execute a contract between Foray Incorporated and the County of Monterey started on March 9, 2015 in the amount of $6,500; and
b. Authorize the Contracts/Purchasing Officer or his designee to approve up to three future amendments to this Agreement where the combined total of all amendments do not exceed $20,000 (for a combined contract total of not exceed $26,500) and do not significantly change the scope of work.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Ratify, amend, and authorize the Contracts/Purchasing Officer or his designee to execute a contract between Foray Incorporated and the County of Monterey started on March 9, 2015 in the amount of $6,500; and

SUMMARY/DISCUSSION:
The Monterey County Sheriff's Department engaged the services of Foray, Incorporated to provide software support and updates used in the Crime Laboratory for a system that can verify the integrity of incoming photographic data, and evaluate if the pixels in the photos have been altered. If the photo becomes altered, it time and date stamps all changes, producing an audit trail. This is an important function within for the Crime Laboratory that uses incoming photographs from external sources to identify inmates and to create case files used in prosecution.
The software support contract was renegotiated and signed by the vendor prior to the expiration date of March 8, 2015 but protracted negotiations to secure insurance meeting County standards delayed the routing of this contract.
