RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve and authorize the Director of the Department of Social Services, or his designee, to sign an Agreement with Hartnell Community College for $83,774 to provide training, supervision, and mentoring to current and former foster and youth ages 15 to 24 for the period July 1, 2015 through June 30, 2016; and

SUMMARY/DISCUSSION:
This Agreement provides an Independent Living Program (ILP) that serves the needs of eligible current and former foster youth with curriculum development, event planning, daily life skills training, and supervision/mentoring of Transition Age Youth (TAY). The program emphasizes the four ILP domains: education, employment, finance and daily living skills. Hartnell Community College (Hartnell) leads this program in partnership with Monterey County Department of Social Services (DSS) and On the Move dba The Epicenter.
