RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve and authorize the Contracts/Purchasing Officer or his designee to execute Amendment #1 to the Agreement by and between County of Monterey and County of Los Angeles for the intrastate transportation of prisoners; and
b. Authorize the Contracts/Purchasing Officer or his designee to approve and execute future amendments to this Agreement where future amendments in aggregate do not add more than $10,000 to the Agreement, and which do not significantly alter the scope of the agreement.

SUMMARY/DISCUSSION:
Parties are frequently arrested or detained in other areas of the state, on the authority of warrants issued from Monterey County. It is the obligation of Monterey County to transport those parties from the location they were arrested or detained to our county jail. This can be a very costly process, particularly if detainees must be picked up one at a time. The Los Angeles County Sheriff's Department owns and operates a fleet of transportation buses that make scheduled trips throughout the state, picking up prisoners that belong to Los Angeles County and delivering prisoners to other county jails.

Monterey County has been part of this reciprocal transportation system for many years. The system offers significant cost savings and benefits to Los Angeles County and to the jails that they serve. To date, Monterey County has not been charged for transportation services u...
