b. Authorize the Director of Economic Development to make minor revisions, as needed, and sign the Amendment.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve Amendment #1 to the Cooperative Agreement between the County of Monterey and the Chualar Union School District for improvement and operation of a community multi-use athletic field in order to add replacement of the existing track to the project; and
b. Authorize the Director of Economic Development to make minor revisions, as needed, and sign the Amendment.

SUMMARY:
The Chualar Union School District (District) serves not only their students but also the community as a whole. The County has committed resources for the installation of artificial turf on the District's multi-use athletic playing field so that it can serve as a community resource year round. The County and the District entered into a Cooperative Agreement (Agreement) on October 27, 2015 in order to define their roles in regard to the project (Project). The parties to the Agreement now wish to enter into an Amendment #1 to the Agreement in order to add replacement of the existing track to the Project.

DISCUSSION:
The County has been working with the District for many years to address the lack of community recreational facilities in Chualar. The County and the District entered into an Agreement to install an artificial turf field, fencing, and improve access to the site.

To fund the Project, the County approved allocations of Urban County CDBG funds in June 2014, again in June 2015, and again on May 10, 2016. The County also applied for a State Housing Related Parks Program grant and was awarded funds for the Project in November of...
