a. Approve and authorize the Director of the Department of Social Services to sign an agreement with Alliance on Aging for $432,088 to provide Outreach, Long Term Care Ombudsman, HICAP and MIPPA services to Monterey County seniors for the period retroactive to July 1, 2016 through June 30, 2017; and
b. Authorize the Director of the Department of Social Services to sign up to three (3) amendments to the agreement, where the total amendments do not exceed 10% ($43,208) of the original contract amount, and do not significantly change the scope of work.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve and authorize the Director of the Department of Social Services to sign an agreement with Alliance on Aging for $432,088 to provide Outreach, Long Term Care Ombudsman, HICAP and MIPPA services to Monterey County seniors for the period retroactive to July 1, 2016 through June 30, 2017; and

SUMMARY/DISCUSSION:
The Alliance on Aging is a volunteer-driven organization that provides services to seniors throughout Monterey County. This agreement provides the following: Outreach contacts throughout all four regions of Monterey County by a bilingual/bicultural staff person; Ombudsman services, including Complaint Investigation, Resolution and Education/Training. Funding under this Agreement will be used to support the Ombudsman volunteers working in Skilled Nursing Facilities (SNFs). This includes Ombudsman Initiative-Senior Nursing Facilities (SNF) Quality and Accountability, State Health Facilities Citation Penalties (SHF) and Public Health Licensing & Certification Program (PHF).
