a. Approve and authorize the County Administrative Officer to sign the joint application being submitted to the United States Department of Justice by the City of Salinas and the County of Monterey for the Edward Byrne Memorial Justice Assistance Grant (JAG) Program FY 2016;
b. Approve and authorize the County Administrative Officer to sign a Memorandum of Understanding (MOU) between the City of Salinas and County of Monterey outlining the joint operation of the JAG grant; and
c. Authorize the Auditor-Controller to increase appropriations and estimated revenues in the Sheriff's Office, Budget Unit 001-SHE001-8242 for FY2016-17 in the amount of $17,607.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve and Authorize the County Administrative Officer to sign the joint application being submitted to the United States Department of Justice by the City of Salinas and the County of Monterey for the Edward Byrne Memorial Justice Assistance Grant (JAG) Program FY 2016; and
b. Approve and Authorize the County Administrative Officer to sign a Memorandum of Understanding (MOU) between the City of Salinas and County of Monterey outlining the joint operation of the JAG grant; and

SUMMARY:
Monterey County and the City of Salinas have a successful history of collaboration on the submission of joint applications for the Edward Byrne Memorial Justice Assistance Grant. The City of Salinas has agreed to act as fiscal agent for the grant, and manage JAG funds at no cost to the grant. As fiscal agent, Salinas prepares all quarterly and annual report of the grant. Their level of support is memorialized in the attached MOU.
