Report

RECOMMENDATION:

It is recommended that the Board of Supervisors:

a.                     Approve and authorize the Director of Health or Assistant Director of Health to execute a Standard Agreement with EVALCORP for the provision of evaluation services regarding Prevention & Early Intervention for a total Agreement not to exceed $145,000 for the term beginning May 31, 2017 through September 30, 2018; and

b.                     Approve and authorize the Director of Health or Assistant Director of Health to approve up to three (3) future amendments that do not exceed ten percent (10%) ($14,500) of the original Agreement amount and do not significantly change the scope of services.

 

SUMMARY:

The Health Department, Behavioral Health Bureau (“Behavioral Health”) is required to conduct an evaluation of Prevention & Early Intervention (“PEI”) services funded by the Mental Health Services Act (MHSA).  With the support of the MHSA Evaluation Committee, consisting of members of the Mental Health Commission, Bureau leadership and MHSA staff, the Bureau is requesting approval of a Standard Agreement with EVALCORP to begin May 31, 2017 through September 30, 2018.

 

DISCUSSION:

In preparation for the evaluation of PEI services, last year the Bureau identified EVALCORP, a research and consulting firm with experience providing evaluation for counties and other public entities in California.  The “Phase I Report: Initial Assessment of Extant Data and Evaluability Assessment”, was completed in December 2016 and presented to the Mental Health Commission in January 2017.  The pending Standard Agreement will allow staff to resume their work with EVALCORP to develop and implement an evaluation infrastructure for the MHSA PEI-funded services, to include a PEI Evaluation Report on Fiscal Year 2016-17 to be shared with community stakeholders and submitted to the State in December 2017.

 

This work supports the Monterey County Health Department 2011-2015 strategic plan initiatives: 1) Empower the community to improve health through programs, policies, and activities; and 2) Enhance community health and safety by emphasizing prevention. It also supports one of the ten essential public health services, specifically: 9) Evaluate effectiveness, accessibility, and quality of personal and population-based health services.

 

OTHER AGENCY INVOLVEMENT:

County Counsel and Auditor-Controller have reviewed and approved as to legal form and fiscal provisions respectively.

 

FINANCING:

This Agreement is funded by Mental Health Service Act funds.  The funds for this Agreement are included in the Health Department’s Behavioral Health Bureau (HEA012, Unit 8410) FY 2017-18 Requested Budget.
