RECOMMENDATION:
It is recommended that the Board of Supervisors:
Approve and authorize the Director of Health or Assistant Director of Health to execute Amendment No. 4 to Standard Agreement A-13554 with EVALCORP for Mental Health Services Act planning and program evaluation services to revise the total Agreement amount from $577,075 to $633,575, which represents a total increase of $56,500 for Fiscal Year 2021-22.

SUMMARY/DISCUSSION:
The Health Department, Behavioral Health Bureau ("Behavioral Health") is required by State regulations to conduct an annual evaluation of all Prevention & Early Intervention ("PEI") services funded by the Mental Health Services Act (MHSA). Additionally, Behavioral Health is required to conduct an annual mental health needs assessment and produce a Three-Year PEI Evaluation Report to be submitted to the State by June 30, 2022. Behavioral Health has contracted with EVALCORP, a research and consulting firm with experience providing needs assessment and evaluation services for counties and other public entities in California. The proposed Amendment No. 4 to Standard Agreement A-13554 provides funding for additional needs assessment services that incorporate best practices by experienced evaluation professionals that also assures compliance with MHSA regulatory requirements.

This Agreement contains the County's standard 30-day "no cause" provision (Section 3.02) and an additional defunding provision (Section 7.03), which provides the County the ability to amend or terminate the Agreement in the event of a reduction and/or termination of funding.
