RECOMMENDATION:
It is recommended that the Board of Supervisors:
Approve and authorize the Director of Health or Assistant Director of Health to execute Amendment No. 3 to Standard Agreement A-13554 with EVALCORP for Prevention and Early Intervention program evaluation services to extend the term for two (2) additional fiscal years for a new term of May 31, 2017 through June 30, 2022, and to revise the total Agreement amount from $327,075 to $577,075, which represents a total increase of $250,000.

SUMMARY:
The Health Department, Behavioral Health Bureau ("Behavioral Health") is required by State regulations to conduct an annual evaluation of all Prevention & Early Intervention ("PEI") services funded by the Mental Health Services Act (MHSA). The proposed Amendment No. 3 furthers the use of an experienced team to provide program evaluation services through the lens of an objective source that assures compliance with State regulatory requirements through June 30, 2022.

DISCUSSION:
Behavioral Health previously entered into an Agreement with EVALCORP, a research and consulting firm with experience providing evaluation for counties and other public entities in California. Thus far, EVALCORP has produced three (3) PEI Evaluation Reports for Behavioral Health, as well as needs assessment survey tools for our local community planning process.
