a. Approve and authorize the Director of Health or Assistant Director of Health to execute a three (3) year Mental Health Services Agreement (July 1, 2017 to June 30, 2020) with Encompass Community Services for the provision of mental health services in the amount of $179,900 for Fiscal Year (FY) 2017-18, $179,900 for FY 2018-19, and $179,900 FY 2019-20, for a total Agreement amount not to exceed $539,700; and
b. Approve and authorize the Director of Health or Assistant Director of Health to approve up to three (3) future amendments that do not exceed ten percent (10%) ($53,970) of the original Agreement amount and do not significantly change the scope of services.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve and authorize the Director of Health or Assistant Director of Health to execute a three (3) year Mental Health Services Agreement (July 1, 2017 to June 30, 2020) with Encompass Community Services for the provision of mental health services in the amount of $179,900 for Fiscal Year (FY) 2017-18, $179,900 for FY 2018-19, and $179,900 FY 2019-20, for a total Agreement amount not to exceed $539,700; and

SUMMARY/DISCUSSION:
The County currently has Agreement A-12684 with Encompass Community Services which will expire on June 30, 2017. Encompass Community Services Crossroads Program provides short-term assessment and placement stabilization services to three eligible Monterey County youth between 9 to 17 years of age referred for services by the Monterey County Department of Social Services (DSS), Family and Children's Services Division.
