RECOMMENDATION:
It is recommended that the Board of Supervisors acting as the Board of Directors of the East Garrison Community Services District (EGCSD) adopt a Resolution to:
a. Establish an Advisory Committee for the East Garrison Community Services District; and
b. Adopt the East Garrison Community Services District Advisory Committee By-Laws.

SUMMARY/DISCUSSION:
The State Legislature (Senate Bill 1092) approved the creation of the East Garrison Community Services District (EGCSD) and named the Monterey County Board of Supervisors as the initial EGCSD Board of Directors. The State Legislature required that the Board of Supervisors call for an election to determine if the voters within the EGCSD wished to establish an independent board 10 years after formation or, earlier, if the Election Department certified the existence of 500 registered voters within the EGCSD. On May 5, 2017, the Monterey County Board of Supervisors called for the election, which was held on August 29, 2017. On September 19, 2017, the Board of Supervisors received the certified Statement of Votes and declared final results of the August 29, 2017 EGCSD All Mail Ballot Election. For the first ballot question, "Shall the East Garrison Community Services District have a directly elected Board of Directors," the vote was 13 yes and 288 no, 4.32% and 95.68 %, respectively. Based on these results, no independent board will be created and the Monterey County Board of Supervisors will act as the Board of Directors for the EGCSD.
