SUMMARY/RECOMMENDATION:

Authorize the Auditor-Controller to make an operating transfer out of $120,241.00 for the FY 2017-18 from Library, Fund 003, Appropriation Unit LIB 001 to Fund 401, Appropriation Unit RMA 004, the Public Works San Lucas Project account 8548, in order to complete the financing of the San Lucas Branch Library Project, where Library has sufficient appropriations available in the adopted budget, FY 2017-18, to cover the transfer (4/5th vote required).

DISCUSSION:

The San Lucas Branch Library Project is a large project undertaken by the Monterey County Free Libraries and the Resource Management Agency. The scope of the project includes the purchase of the existing .26 acre Library site, the removal of existing buildings, the construction of a new 1200 square foot building with a solar photovoltaic system, construction of two outdoor trellis patio covers for outdoor programming, the design and implementation of Leadership in Energy and Environmental Design (LEED) upgrades to obtain LEED Silver certification, and the purchase of furniture, computers, supplies, and library materials to serve the community. Additionally, the project included necessary soil remediation, identified through a Phase II environmental site assessment (ESA).

The San Lucas Library is now fully constructed and operational. The Libraries was unable to transfer the final remaining balance to Public Works due to the Library Budget's financial shortage last fiscal year.
