a. Approve and authorize the Director of the Department of Social Services to sign an agreement with MorphoTrust USA, LLC for $2,385 to provide preventative maintenance for the TouchPrint Live Scan system for the term of May 1, 2018 to April 30, 2019, including nonstandard liability provisions; and
b. Authorize the Director of the Department of Social Services to sign up to three (3) amendments to this Agreement where the total amendments do not exceed 10% ($238) of the original contract amount, and do not significantly change the terms of this Agreement.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve and authorize the Director of the Department of Social Services to sign an agreement with MorphoTrust USA, LLC for $2,385 to provide preventative maintenance for the TouchPrint Live Scan system for the term of May 1, 2018 to April 30, 2019, including nonstandard liability provisions; and

SUMMARY/DISCUSSION:
This Agreement provides ongoing maintenance for the MorphoTrust TouchPrint Live Scan product used by the Monterey County Department of Social Services (DSS) to conduct fingerprint imaging for background checks. DSS conducts fingerprint imaging background checks on potential new hires (pre-hire) and potential resource families before a child is placed in their care. The fingerprint images are used to conduct a background check against a Department of Justice (DOJ) criminal database.
The maintenance agreement includes technical support for the MorphoTrust TouchPrint Live Scan Product, TouchCare Support center for problem escalation, and parts and components necessary for the service and maintenance of the system.
