RECOMMENDATION:
It is recommended that the Monterey County Water Resources Agency Board of Directors:

Approve a Professional Services Agreement with The Don Chapin Co., Inc., in the amount of $41,700 to repair the ZO pipeline of the Castroville Seawater Intrusion Project; and authorize the General Manager to execute the Agreement.

SUMMARY/DISCUSSION:
A leak on the ZO pipeline was discovered in March 2017. To minimize impacting Castroville Seawater Intrusion Project (CSIP) operations, an immediate temporary repair was completed at the time of discovery. A permanent pipe repair needs to be completed to restore the full serviceability of the ZO pipeline. The scope of work for a permanent pipeline repair includes the following operations:

* Mobilization/demobilization
* Excavation/backfill
* Pipeline dewatering
* Welding of steel split sleeve
* Grouting of annular space between pipeline and repair sleeve
* Encasement of repair sleeve with mortar grout

In January 2018, the Agency solicited for proposals to perform the permanent pipeline repair. Bids were received on February 22, 2018. Two local firms submitted proposals, the Don Chapin Company Inc., and Graniterock Company. The Don Chapin Company, Inc., submitted the lowest responsible and responsive bid. A summary of bids received is shown below. Upon review of the proposals, staff recommends that an Agreement for Professional Services be approved with the Don Chapin Company Inc., to perform the pipeline repair work. The Don Chapin Company Inc., has the experience, staff and equipment necessary to complete the work. Pipeline repair operations would start in March, and take approximately one week to complete.
