RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Adopt Plans and Special Provisions for the Blanco Road Overlay, Project No. 1727; and
b. Authorize the Resource Management Agency Director to advertise the "Notice to Bidders" in the Monterey County Weekly.

SUMMARY:
Adopting the Plans and Special Provisions and authorizing the Resource Management Agency (RMA) to advertise the Blanco Road Overlay, Project No. 1727 (Project), will allow the RMA to proceed with the construction phase of the project and solicit construction bids. RMA will return to the Board in July to award the project.

DISCUSSION:
The Project consists of rehabilitating existing asphalt concrete by machine grinding and paving two point four inches (2.4") of hot mix asphalt concrete (HMA) including, but not limited to, clearing and grubbing, placing new survey monuments, installing loop detectors and performing traffic control. Project limits are along Blanco Road from Reservation Road to Davis Road, approximately 4.56 miles.

The bid opening is set for May 18, 2018 at 3:00 p.m., in the Board of Supervisors' Conference Room 1032, Monterey County Government Center, 168 West Alisal Street, 1st Floor, Salinas, CA 93901. Project construction is scheduled to begin in September 2018.

The Project has been determined to be categorically exempt (Class 1) from the California Environmental Quality Act (CEQA) because it is to perform repair and maintenance of existing streets and similar facilities, which involves no expansion of an existing use (See CCR ? 15301 Existing Facilities).
