RECOMMENDATION:
It is recommended that the Board of Supervisors:
Approve and authorize the Director of Health or Assistant Director of Health to execute Amendment No. 1 to Standard Agreement A-13554 with EVALCORP to extend the term for an additional twenty-one (21) months for a revised term of May 31, 2017 through June 30, 2020, and add $169,875 for a revised total Agreement amount not to exceed $314,875.
SUMMARY:
The Health Department, Behavioral Health Bureau ("Behavioral Health") is required to conduct an annual evaluation of Prevention & Early Intervention ("PEI") services funded by the Mental Health Services Act (MHSA). The first evaluation report was completed in December 2017; the next report will be included in the upcoming MHSA FY 2019-20 Annual Update and Three Year Program and Expenditure Plan for FY 2020-21 through FY 2022-23. The proposed Amendment No. 1 furthers the use of an experienced team who provides program evaluation services through the lens of an objective source through June 30, 2020.
DISCUSSION:
In preparation for the evaluation of PEI services, Behavioral Health previously identified EVALCORP, a research and consulting firm with experience providing evaluation for counties and other public entities in California. The pending Amendment No. 1 to Standard Agreement A-13554 allows staff to continue their work with EVALCORP to produce two additional MHSA PEI evaluation reports and further develop an evaluation infrastructure for the MHSA PEI-funded services moving forward.
