RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Adopt Plans and Special Provisions for Slope Repairs at Various Locations on Hall Road, San Juan Road, and Aromas Road; and
b. Authorize the Resource Management Agency Director to advertise the "Notice to Bidders" in the Monterey County Weekly.

SUMMARY:
Adopting the Plans and Special Provisions and authorizing the Resource Management Agency (RMA) to advertise the Slope Repairs at Various Locations on Hall Road, San Juan Road, and Aromas Road (Project), will allow the RMA to proceed with the construction phase of the project and solicit construction bids. RMA will return to the Board in May to award the project.

DISCUSSION:
During the winter storms of 2017 a number of county roads were affected by the heavy rains and excessive storm water flows. The purpose of this Project is to repair eroded and weakened slopes along Hall Road, Aromas Road and San Juan Road. The Project consists of repairing the slope areas by grading, placement of fabric, rock slope protection and placement of concrete barrier, including traffic control, clearing and grubbing. There is a total of five (5) areas to be repaired with this Project, three (3) on Hall Road, one (1) on San Juan Road and one (1) on Aromas Road.

In compliance with the California Environmental Quality Act (CEQA), the Monterey County RMA filed a Notice of Exemption on October 26, 2018. Caltrans, as the designated lead for the National Environmental Policy Act (NEPA), determined that the Project is categorically excluded from having to prepare an Environmental Assessment (EA) or an Environmental Impact Statement (EIS). Caltrans approved the NEPA Determination on October 1, 2018.
