RECOMMENDATION:
It is recommended that the Board of Supervisors, acting as the Board of Directors of the East Garrison Community Services District adopt a Resolution modifying the East Garrison Community Services District Advisory Committee By-Laws (Resolution 17-383), as proposed by the East Garrison Community Services District Advisory Committee.
SUMMARY/DISCUSSION:
On October 17, 2017, the Monterey County Board of Supervisors, acting as the Board of Directors of the East Garrison Community Services District (EGCSD) established the EGCSD Advisory Committee and adopted the Committee By-Laws.
On October 16, 2018, the EGCSD Advisory Committee took action to propose modifications to the By-Laws, pursuant to the EGCSD Advisory Committee By-Laws, Section 6, which states that the "The Committee shall, from time to time, propose rules and regulations for the conduct of its meetings. The rules and regulations proposed by the Committee shall be presented by the Resource Management Agency to the Board of Directors and, after approval by the Board of Directors, such rules and regulations shall govern the Committee."
The modifications are mainly administerial and provide clarification for Committee Member attendance and duties, meeting scheduling, information management with regards to audio recordings of the meeting and a provision for inclusion of public comment. The Committee Members also added a Mission Statement for the Advisory Committee:
