RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve the submission of three (3) entries to the 2019 California State Association of Counties (CSAC) Challenge Awards competition: Monterey County Preventative Child-Family Team (PCFT) Protocol; Monterey County Young Supervisors Program; and Monterey County Diverse Talent Acquisition Application; and
b. Authorize submission of the entries by the County Administrative Officer or his designee.

SUMMARY & DISCUSSION
Each year the California State Association of Counties (CSAC) invites counties to submit nominations for the CSAC Challenge Awards. These unique awards recognize the innovative and creative spirit of California county governments for finding new and effective ways of providing projects, programs and services to their citizens.

The following is an overview of the Monterey County entries recommended for submission to the 2019 competition.

1. Monterey County Preventative Child-Family Team (PCFT) Protocol: The Preventative Child-Family Team (PCFT) protocol is a family-inclusive and preventive measure for youth determined to be at imminent risk of out-of-home placement. This protocol is implemented by a multi-disciplinary team of professionals from Probation and Behavioral Health, with active participation from the minor and family to assess the needs of at-risk youth and generate a cohesive and comprehensive case plan to maintain permanency, enable a child to reside in the least restrictive family setting, and promote normal childhood experiences.
