RECOMMENDATION:
It is recommended that the Board of Supervisors:
Authorize the District Attorney of the County of Monterey, on behalf of the County, to submit certain grant proposals to the Governor's Office of Emergency Services (Cal OES), and to execute on behalf of the County, the Grant Award Agreements including any extension or amendments thereof.

SUMMARY:
The Monterey County District Attorney's Office relies on a variety of State and Federal grants to provide a portion of the financial support required by the Department for the services it provides in the County.
Funding for these programs is expected to continue in FY 2019-20. The State agencies responsible for these grants require the recipient departments to submit an application to renew funding for the upcoming fiscal year even though there is an established relationship between the County and the funding agency. This is the twenty-fifth year in which this overall approval practice is being utilized to streamline the grant application and acceptance process. The specific grants and administering State agencies for which this authorization is being requested is through Cal OES, with Grants for:
* Victim Witness Assistance Program (VWAP)
* Unserved/Underserved Victim Advocacy and Outreach Program (XV)
* Underserved Child & Youth Advocacy Program (XY)


DISCUSSION:
Approval of the recommended action will allow the District Attorney to submit the approved Board Resolution as verification of Board approval granting authority to sign the various grant agreements for renewal of funding for those designated ongoing programs, while eliminating the necessity for multiple Board Reports requesting the Board's...
