RECOMMENDATION:
It is recommended that the Board of Supervisors adopt a resolution ratifying a Proclamations of Local Emergency, dated December 4 and 9, 2019 in accordance with California Government Code section 8630 et seq., due to atmospheric river events that commenced on November 27, 2019, and continued through December 8, 2019, affecting the Carmel River, Carmel River Lagoon, the unincorporated areas in and around the community of Chualar, and Old Stage and River Roads, in the County of Monterey. Causing damage to public infrastructure and private property and thereby causing conditions of extreme peril to the safety of persons and property.

SUMMARY/DISCUSSION:
Due to the impact of atmospheric river events starting on or about November 27, 2019, and continuing through December 8, 2019, the CAO issued proclamations of local emergency, pursuant to Government Code section 8630, et seq. on December 1 and 9, for the unincorporated areas in and around the lower Carmel River and the Carmel River and Lagoon, and on December 4, 2019, for the unincorporated areas in and around the Community of Chualar, and Old Stage and River Roads.
