It is recommended that the Budget Committee support the Board of Supervisors, acting as the Board of Directors of the Boronda County Sanitation District, authorizing and directing the Auditor- Controller to amend the Fiscal Year 2019-20 Boronda County Sanitation District-Zone 2 San Jerardo Adopted Budget, Fund 157, Appropriation Unit RMA046, to increase appropriations by $50,000, financed by Fund 157, Unassigned Fund Balance, Balance Sheet Account 3101 (4/5th vote required).

SUMMARY/DISCUSSION:
Boronda County Sanitation District-Zone 2 San Jerardo Water System (BCSD-Zone 2 SJ) operates the water system that provides potable water to the residents of the San Jerardo Housing Cooperative (Cooperative). The County is moving forward with the transfer of the water system to the Cooperative; however, for it to be successful, completion of the 2017 winter storm repairs to the water system controls and fire pump must be completed expeditiously.

During the 2017 winter storms, a large eucalyptus tree fell on the BCSD-Zone 2 SJ water distribution control panel and pump facility destroying the computer logic system causing the fire pump to run continuously until it overheated and seized. A section of perimeter fencing, fire pump house roof, security light, and various small components were also damaged. In 2018, the Board of Supervisors approved a General Fund loan in the amount of $188,781 as these repair costs exceeded the BCSD-Zone 2 SJ fund balance.
