RECOMMENDATION:

It is recommended the Board of Supervisors:

a. Authorize the Deputy Purchasing Agent for Natividad Medical Center (NMC) or his designee to execute a no cost agreement with Analytic Solutions Network, LLC for data aggregation services at NMC, and;

b. Approve the NMC Chief Executive Officer's recommendation to accept non-standard indemnification, insurance, limitations on liability, and limitations on damages provisions within the agreement.

SUMMARY/DISCUSSION:

The American College of Surgeons (ACS) Trauma Quality Improvement Program (TQIP) has changed the format for data submission to the new ACS/IQVIA technical NTDS XML format. The new technical format is required by ACS as well as a data validator. ASN provides a data aggregator to change the trauma data ITDX format to the acceptable format for ACS. To maintain verification as a Level II trauma center, Natividad must meet the ACS criteria (CD 15.5: Resources for Optimal Care of the Injured Patient, 2014). It states, "All trauma centers must use a risk-adjusted benchmarking system to measure performance and outcome." The Analytic Solutions Network (ASN) Compliance Hub/Vendor Aggregator is a service offered to the trauma centers and their trauma registry vendors to be compliant with the ACS data submission, validation and benchmarking requirements.
