RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve and Authorize the Contracts/Purchasing Officer or Contracts/Purchasing Supervisor to sign a non-standard agreement with Idemia Identity and Security USA, LLC for six (6) years from the "Go-Live" date, in the amount of $3,730,330.00 to replace existing servers for fingerprint data information sharing with the California Department of Justice; and utilize new cloud services for fingerprint data information sharing.
SUMMARY/DISCUSSION:
The Sheriff and the Remote Access Network (RAN) Board, also known as Cal-ID, respectfully request that the Board approve this agreement.
The Monterey County IDEMIA Automated Fingerprint Identification System (AFIS) is currently hosted onsite at the Monterey County Sheriff's Office. IDEMIA owns the software and system design and serves as the sole developer and provider of this solution.
The proposed IDEMIA Multi-Biometric Identification System (MBIS) is specifically designed to migrate the existing Monterey County Sheriff's Office AFIS from an on-premises solution to the Microsoft Azure Government Cloud.
As the manufacturer of the existing Monterey County AFIS and associated software applications, only IDEMIA can provide a Cloud-based MBIS solution that uses compatible software processing and interactive messaging that is tailored to fit the Monterey County Sheriff's Office public security environment.
