RECOMMENDATION:

It is recommended that the Board of Supervisors:

a. Approve Amendment No. 7 to Professional Services Agreement No. A-12164 with Kimley-Horn and Associates, Inc. to continue providing engineering services associated with the Countywide Fee Program Nexus Study; Agriculture and Winery Corridor Plan Impact Fee based on the October 26, 2010 adoption of the 2010 Monterey County General Plan (GP); Carmel Valley Transportation Improvement Program (CVTIP) Traffic Analysis and Fee Calculation; and California Environmental Quality Act (CEQA) Review for the CVTIP, to extend the expiration date for one additional year through June 30, 2022, for a revised term from December 13, 2011 to June 30, 2022;

b. Authorize the Contracts/Purchasing Officer or Contracts/Purchasing Supervisor to execute Amendment No. 7 to Professional Services Agreement No. A-12164 and future amendments that do not significantly alter the scope of work or change the approved Agreement amount. 

 

SUMMARY/DISCUSSION:

With the adoption of the General Plan Update by the Board of Supervisors in October 2010, the Board approved a Professional Services Agreement (PSA) with Kimley-Horn and Associates, Inc. (Kimley-Horn) to perform the traffic analysis, develop the nexus studies necessary to implement the traffic impact fees envisioned in the Circulation Element and Agriculture and Winery Corridor Plan (AWCP) of the General Plan, and update the Carmel Valley Transportation Improvement Program (CVTIP) and related Carmel Valley Master Plan traffic impact fee. The PSA with Kimley-Horn provides engineering services associated with these tasks. 

 

The Carmel Valley Road Corridor Study and the Countywide Fee Program Nexus Study have been completed, but additional time is necessary to complete all necessary steps for the latter. The Countywide Fee Program Nexus Study Ordinance requires approval by the Board of Supervisors. The proposed Amendment No. 7 to the PSA with Kimley-Horn allows additional time for this activity and will allow the Housing and Community Development Department (HCD) to take the lead on this effort, previously assigned to the Public Works - Traffic Team under the Resource Management Agency. HCD will continue to work collaboratively with the Traffic Team under the Department of Public Works, Facilities, and Parks (PWFP). Staff recommends the Board approve Amendment No. 7 to extend the term of the PSA for one additional year through June 30, 2022 to allow Kimley-Horn to continue providing services under this PSA.

 

OTHER AGENCY INVOLVEMENT:

The Office of the County Counsel and Auditor-Controller’s Office have reviewed and approved Amendment No. 7 as to form and fiscal provisions, respectively.

 

FINANCING:

There is no impact to the General Fund.  The cost of the proposed Amendment No. 7 and associated costs for staff time in managing the services will be funded as part of the Fiscal Year 2021-22 proposed budget for the Public Works, Facilities and Parks -Road Fund (Fund 002, Department 3200, Balance Sheet account 002-2653).

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

This action will assist the Housing and Community Development Department’s and County’s efforts to complete one of the tasks for the 2010 General Plan Implementation and Priority Tasks which can contribute to a better quality of life in the community.
