This amendment provides for the extra contracted medical care for the Sheriff’s Office and Department of State Hospitals Jail Based Competency Treatment program whose cost will be absorbed through the Sheriff’s JBCT contract with the Department of State Hospitals.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve and Authorize the Contracts/Purchasing Officer or Contracts/Purchasing Supervisor to sign Amendment 2 to the California Forensic Medical Group, Inc.(CFMG) Professional Services Agreement A-13814 for the Jail Based Competency Treatment (JBCT) program, in the amount of $2,319,666 for a term retroactive to July 1, 2021 through June 30, 2023. This amendment provides for the extra contracted medical care for the Sheriff’s Office and Department of State Hospitals Jail Based Competency Treatment program whose cost will be absorbed through the Sheriff’s JBCT contract with the Department of State Hospitals.
SUMMARY/DISCUSSION:
On September 10, 2019, the Monterey County Board of Supervisors unanimously approved a contract between the MCSO and the Department of State Hospitals (DSH) to host a regional Jail Based Competency Treatment (JBCT) program aimed at restoring to competency those inmates charged with felonies and found by the courts to be incompetent to stand trial, with board order A-14494. Due to the continued need for beds and program space for inmates found incompetent to stand trial, DSH has requested (and the Board approved the DSH contract on August 24, 2021) that MCSO continue the program until June 30, 2023.
Monterey County Sheriff’s Office (MCSO) has engaged the services of California Forensic Medical Group, Inc. (CFMG) to provide medical and mental health services at the Monterey County Jail under the JBCT program. This amendment is a modification and extension of the original agreement for additional two (2) more years covering July 1, 2021 to June 30, 2023.
The JBCT program will continue to provide service to inmates in Santa Cruz and San Benito Counties. The program has proven to be effective in getting inmates into treatment and restored to competency.
The number of inmates in the Monterey County Jail, with mental health issues continues to grow. The JBCT has a set curriculum, established by the DSH, administered by CFMG. This curriculum includes classroom environment programming, counseling and a therapeutic living environment that fosters socialization with other program participants. Where necessary it would also include individual work with program participants.
There are currently10-beds dedicated to the JBCT program. Effective July 1, 2022, the program will increase its capacity to 11-beds and will be able to serve 11 inmates at any given time.

Approval of this amendment would allow for the extension of the current CFMG agreement for the JBCT program so that it would expire with the end of the DSH contract.

The County Administrative Office and the County Counsel have reviewed this request.
FINANCING:
The cost of this Amendment was included in the Sheriff’s Office modified budget for FY 2021-22 as approved by the Board on September 2, 2021. There is no additional cost to the County General fund associated with this recommendation.
