RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Authorize the Director of Health or Assistant Director of Health to execute a Standard Agreement to pay the Monterey County Office of Education an amount not to exceed $800,000 in one-time funding to retain and attract early childcare and education workforce for the period starting upon execution through June 30, 2022; and
b. Approve nonstandard insurance provisions in Agreement as recommended by the Director of Health.

SUMMARY/DISCUSSION:
Quality childcare is crucial for the long-term social emotional health and academic performance of young children, and it is an essential infrastructure for a thriving economy. There is currently a shortage of childcare providers in Monterey County, which has been exacerbated during the COVID-19 pandemic. Monterey County Health Department is requesting an agreement with the Monterey County Office of Education to invest in the childcare workforce and attract students to the early childhood education pathway. Monterey County Office of Education's Education Services Early Learning Team will support administration of teacher retention and recruitment stipends, levering relationships developed through Quality Matters and the Child Care Planning Council, as well as the Bright Beginnings Early Childhood Development Initiative.
