b. Authorize the Director of the Department of Social Services to sign up to three (3) amendments to the agreement that do not exceed 10% ($135,851) and do not significantly change the scope of services.

 

Report

RECOMMENDATION:

It is recommended that the Board of Supervisors:

a. Approve and authorize the Director of the Department of Social Services to sign Amendment #3 to the agreement with Coalition of Homeless Service Providers for homeless services coordination to extend the term through June 30, 2022 and add $354,160 for a new contract total of $1,358,513.29; and

b. Authorize the Director of the Department of Social Services to sign up to three (3) amendments to the agreement that do not exceed 10% ($135,851) and do not significantly change the scope of services.

 

SUMMARY/DISCUSSION:

The Coalition of Homeless Service Providers (CHSP) is Monterey County’s designated Continuum of Care (CoC) Coordinator and lead agency for many of the county’s efforts to combat homelessness. The previous Amendment #2 provides outreach services and $60,000 for mechanical repair services to assist parkers illegally parked at the Marina Coastal Office. This Amendment #3 extends the term of the agreement to June 30, 2022 and sustains the capacity of CHSP by maintaining two (2) FTE positions to administer and support the Coordinated Assessment and Referral System (CARS) data system, ensuring resource availability and shelter capacity is kept up to date.

 

OTHER AGENCY INVOLVEMENT:

The Auditor Controller and Purchasing has reviewed and approved this Agreement. County Counsel has approved the Agreement as to form.

 

FINANCING:

This Amendment adds $354,160 to the agreement and is funded with County General Funds that were incorporated into the adopted budget. The overall total ($1,358,513.29) over the term of this agreement is funded by $472,176.73 of federal Whole Person Care revenues, $826,336.66 of General Fund Contributions, and $60,000 financed by Cannabis tax assignment. There is a corresponding item on the today’s Board’s agenda to request appropriations in the amount of $300,000 from Cannabis tax assignment, $60,000 of which is to fund vehicle repairs for vehicles illegally parked in the Marina Coastal office parking lot.  There are sufficient appropriations and revenues included in the Community Programs 001-5010-SOC004-8258 FY 2021-22 Adopted Budget. The recommended action does not change the Department’s General Fund Contributions for this budget unit.

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

This agreement correlates to the Health & Human Services Strategic Initiative adopted by the Board of Supervisors by providing supportive services and case management to the county’s most vulnerable population of individuals and families experiencing homelessness.
